Severe congestion at APM Terminals Moin, Costa Rica persists despite mitigation efforts

External factors related to truck transport are contributing to overall operational delays

The APM container terminal in Moín is currently experiencing significant congestion, impacting logistics operations for customers shipping to and from this port. The terminal administration has implemented several mitigation measures to address the situation, but various external factors continue to pose challenges.

 

To manage the container yard, the terminal has adjusted its container management schedule.

 

Full import pickups are allowed between 4:00 a.m. and 4:00 p.m., while empty import pickups are permitted between 12:00 a.m. (midnight) and 3:00 p.m. Export full drop-off appointments are only available within the timeframe of the next vessel’s cut-off, and export empty drop-off appointments are not available until further notice.

 

While such measures may help manage the container yard, several external factors are contributing to the congestion in and around the port.

 

For example, routine closures on Route 32 to Limón during the rainy season and road construction and expansion have severely limited truck movement.

 

Additionally, the current road infrastructure is unable to cope with the influx of vehicles in recent years, causing considerable road congestion.

 

For containers moving in and out of San José, trucks are prohibited from entering or leaving the city for four hours each day. This is posing a planning challenge and adding to delays.

 

Other factors, such as road insecurity, operational inefficiencies between major ports, driver shortages, and seasonal import volume increases, are also contributing to the congestion.

 

As a result, customers may experience longer transit times and delays in receiving their shipments.

 

Kuehne+Nagel advises customers to submit transport instructions three days in advance to secure delivery.

 

The terminal operator is working to address the congestion, but the situation is expected to persist for some time.
