The sharp increase in cargo that arrived in late December 2025 continues to pressure Semarang Port operations.
In 2025, the holiday‑related road restrictions slowed customs processes, causing congestion that has persisted into early 2026.
The increase in import and export flows has pushed yard utilisation beyond full capacity, leaving minimal room for daily operations.
In addition, feeder vessel schedules remain disrupted, contributing to further delays.
To maintain stability, the port operator has introduced strict operating controls, including prohibiting container acceptance before opening hours and restricting early stacking.
Further pressure is expected in March 2026 as the Indonesian government enforces freight restrictions linked to the Idul Fitri period.
A Joint Decree introduces limits from 13–29 March 2026 on toll and arterial roads for heavy vehicles with three or more axles, trailers and trucks transporting bulk mining or construction materials.
These measures are likely to reduce trucking availability in and out of Semarang, extend transit times and increase inland costs.
The policy aims to support public safety and smoother homecoming travel. Exemptions apply to carriers transporting fuel, livestock, fertiliser, disaster‑relief cargo and staple commodities.
Local announcements advised operators to complete deliveries before 13 March 2026 to avoid disruption.
Some carriers are offering alternative routing via Jakarta or Surabaya, though customers will incur additional OTAD charges. At present, ONEY and CMDU are providing these intermodal solutions.
