EU sets out unified maritime strategy to reinforce competitiveness and technological leadership

The European Commission has introduced a broad Industrial Maritime Strategy designed to strengthen competitiveness, innovation and technological capability across Europe’s maritime manufacturing and shipping sectors.


The framework establishes a series of measures intended to support industrial sovereignty, reinforce economic security and advance digital and environmental transition efforts.


The Strategy highlights the role of shipbuilding and shipping in safeguarding strategic autonomy, maintaining trade flows and ensuring mobility and defence readiness.


In response to heightened global competition and rising reliance on non‑EU ship production, it sets out three core pillars aimed at consolidating Europe’s position in these industries.


The first pillar, focused on “Build, Equip and Repair”, seeks to enhance manufacturing performance and consolidate technological strength.  Measures under “Transport and Connect” are designed to improve the competitiveness, sustainability and connectivity of maritime transport.


These include proposals to simplify reporting obligations, advance green and digital initiatives, promote quality shipping and strengthen the EU’s approach at the International Maritime Organization.


The third pillar, “Secure and Protect”, concentrates on naval, underwater, dual‑use and military mobility capabilities. 


In parallel, the Commission has adopted a Ports Strategy that promotes innovation, digital integration and cleaner energy use. It includes guidance on foreign ownership of EU ports, investment in third‑country ports and measures to support electrification and grid connection.


Commenting on the new strategies, Sotiris Raptis, secretary‑general of European Shipowners, stated: “The commission has rejected any protectionist calls and instead has prioritised investment. This is how we protect competitiveness, deliver decarbonisation and strengthen Europe’s energy security at the same time.”
