Port administration strikes halt ship operations across Portugal

Nationwide action scheduled from 21 November to 13 December expected to cause delays and port congestion

The National Union of Port Administration Workers (SNTAP) has confirmed that the strike by Portuguese port administration workers will extend until 13 December.

The industrial action, prompted by unresolved remuneration agreements with the national government, will affect all major maritime gateways in the country.

Union members have carried out several labour actions in November across the country’s main ports, including Leixões, Lisbon, and Sines.

Currently, the planned strikes are scheduled to occur on 21–22, 25–26, and 28–29 November, followed by further stoppages on 2–4, 9, 12 and 13 December.

Each strike period will run continuously from 00:00 to 24:00 hours. These dates represent six distinct phases of disruption, with durations ranging from one to three days.

The impact is expected to be widespread, and services linked to port operations may also be affected, with congestion anticipated both during and after the strike periods.

A union representative told Portuguese media TRANSPORTES & NEGÓCIOS that there is a “perception that on previous strike days about 90% of the ships did not operate,” indicating significant operational standstills during previous actions.

Furthermore, a nationwide general strike will be held on 11 December in the country by the General Confederation of Portuguese Workers (CGTP), the largest trade union federation in Portugal, and the General Union of Workers (UGT) to protest government-proposed labour law changes.

The strike on 11 December is expected to impact cargo and passenger transport, as well as other sectors, across the country.
